What age do you consider the best for pre school?

My daughter is starting at the school nursery in April at nearly 4 years old.
Considering putting her younger sister into pre school 2 mornings a week to have some one on one time with my eldest.
Youngest will be 2 years 10 months.
She has been toilet trained for a year, speaks well etc so no issues there
What do you think?
