Ingrowing hairs

I started using an epilator about 6 months ago. I got used to the pain and was really pleased with the results, but after a couple of months I noticed some madly itchy inflamed spots on my lower legs. Initially I thought it was varicose vein-related eczema as I have that an one shin. The GP agreed and prescribed me various steroid creams, which didn't work. I wondered if it was ingrowing hairs. I've long stopped using the epilator and over the summer I tried scrubbing the area with sand (on holiday) and now daily with exfoliating cream. It's a little bit better - the itching is much better - but still very unsightly.

Has anyone had a problem like this? Did you find anything that helped? Or could it be something other than ingrowing hairs?

I'm a beauty therapist & hear at lot from women saying epilators cause ingrown hairs. You could maybe go back to shaving as that will exfoliate & help the hairs come through. Some women are more prone to ingrown hairs from waxing & epilators. The hair follicle gets distorted & the hair grows under the skin.
There is also something called Tend Skin that you apply to help the hair come to the surface. I have only ever seen it on line not in shops though,

I'm a regular waxer and I'm prone to ingrown hairs on the backs of my calfs, I bought a product of amazon and you can buy in boots but amazon was cheaper its called ingrown go and you just wipe it on with cotton wool and it brings the hair to the surface it's excellent and defo recommend
