Insect bites on the ankles

dh has started finding bites on his ankles for the last few weeks-they are itchy and if he scratches flare up in 'puffy circles of pain.'

What could be the cause? We were both wondering if it could have anything to do with our poor cat dying about a month ago?

Could fleas be looking around for something else to bite?

Yes, does sound like fleas - they are so itchy.

I think cat fleas can hang around in the carpet for some time....not sure of exact science, but do google!

Any ideas for soothing his poor itchy ankles? He is using 1% hydrocortisone at the moment...
