Rash underneath eyes - any ideas?

My 1yo has just developed a rash underneath one eye. It looks more like broken blood vessels than a true rash. She is eating well, has no temperature and is bright and lively as normal. Any ideas on this would be great, thanks.

May she just have grazed, pinched or scratched herself?
ds does that all the time despite me keeping his finger nails very very short.
Is she in any discomfort?

Maybe hayfever if she seems to find it itchy. Or perhaps something has irritated her eye and she's rubbed it.

Doesn't seem to bother her at all and I am pretty sure it isn't scratches.

I sometimes get patches of eczema near my eyes (every couple of years or so when I'm particularly stressed -- never get it anywhere else). Could that be a possibility?
