Skin on face / neck - what's going on?

On and off for the last few weeks I've had itchy, sore and hot feeling skin on my face and to a lesser degree neck and upper chest. No actual rash, face a little red. Had happened before if alleric to something, but stopped once i'd stopped the allergy inducing product.
I've tried sensitive moisturiser, no mke up, hydrocortisone, Vaseline, anti histamines - but it's still just as bad :(
Any suggestions?

I'm sure you will have thought of thus but have you changed anything recently? washing powder/conditioner/shampoo etc? been staying at someone elses? New jewelry? pets?
