DENTIST FEES QUESTION NHS

i have an nhs dentist, i dont like him - hes rubbish and rude.

i want to change dentists, but if i do does the 280 (?) ish limit to NHS charges start all over again.

or if i get reciepts is it transferable

Not transferable.
New course of treatment starts with a new dentist I'm afraid.
Limit is £209 if you are in England.

But the government set this charge, the charge is either £17.50, £47, or £209. Your dentist has to charge it, there isn't an option, unless of course you don't have the treatment in which case it is free.
