False Nails and Transmissable Diseases

Just had a full set of false nails done and the nail technician wanted me to sign a form to confirm that I do not have any known transmissable diseases, she said that this is because if blood is on the nail files it could be transmitted to another person and infect them. I have'nt a clue what transmissable diseases I may carrying, never been tested for HIV, Hep B or C, vCJD.
I do find this rather alarming that a nail technician has to find out about diseases, she did not use a new nail file on my nails, I have no idea if it had traces of someone elses blood on it.

I find it alarming that there may be blood on the files, don't they sterilise them?
