What are these red spots?

Ds1 is 15 and he has developed small red spots on his fingers. They look a bit like he's got a splinter but have multiplied over a week or so.

He says they are painful and one knuckle looks swollen this morning.

I'd be grateful for any ideas on what they are and how to get rid of them.

I don't actually know what chillblains are . Would you explain? How do you deal with them?

Is there a cream or anything that will make them go away?
At 15 he really knows how to winge! :)
