School leavers paying for prescriptions?

Does anyone know when kids have to start paying for their own prescrption/dental treatment. Is it when they have their 18th birthday, or when they finish year 13?

And if its the latter, is it at the end of the summer term, or at the end of the summer holidays (September)?

In england I think it is after their 19th birthday if they are in FT educatiion but I am unsure at what point a 16 year old school leaver starts paying.
