Soothing cough in 11 month old

How do you sooth a cough for an 11 month old who has never stopped all day? A dry hacking cough which must be making his throat sore, he's really fed up with himself. He's had calpol but everything I read says cough medicines are useless and not recommended.

Have you tried taking him into a steamy bathroom? Maybe put some olbas oil in a sink of warm water so it fills the room..it might clear some of the congestion. .We always use honey for coughs but 11 months is too young :( hope he feels better soon.
