Selling Burial Plots at Fort Lincoln Cemetery?

I’ve recently come across a private listing on Plots for Sale for two burial plots at Fort Lincoln Cemetery and Funeral Home, located near the main building in a very central, well-kept area. The asking price seems to be lower than what the cemetery charges directly, but higher than some resale sites I’ve seen.
So, some questions:
i) If I’m buying directly from a private seller (rather than the cemetery), how do I verify the ownership of the plots and make sure the transfer is legitimate? Should I go through the cemetery office first, or can everything be handled between buyer and seller with documents?
ii) Are there additional costs I need to be aware of beyond the purchase price? For example, opening and closing fees, or cemetery transfer fees?
iii) Finally, how do I know if the asking price is fair? Some listings I’ve seen for Fort Lincoln range from a few thousand dollars to over ten thousand, depending on location. Does being close to the main building really justify the premium?
If it’s relevant, I’m looking at this because I’d like to plan ahead, but I want to make sure I don’t make a costly mistake.

I’d be really grateful for any pointers or experiences—especially from anyone who has bought or sold through Plots for Sale or directly at Fort Lincoln Cemetery. Any advice would be hugely appreciated.
