If this relationship is based only on degree of DNA matching though, rather than actually knowing where they are on your tree, there will be a lot of possibilities other than 2nd cousin once removed.

I’m starting to get an idea of the relationship due to the city I live in and the migration from their city throughout the family tree if that makes sense?

Your cousin is a first cousin. If you and your cousin both have children, then the children are each other's second cousins. Their children with be third cousins to each other.

The 'removed' means that distant cousins are not the same generation as each other, but a generation above or below yours (once removed), or more generations than that, ie second/third removed etc.

Edit, to answer your specific question - it depends who is further down the tree.

If a person is your 2nd cousin once removed then your father's relation with them is either 1st cousin twice removed going one way or 2nd cousins going the other way. It depends on who is further down the tree.
