Don't you need to delete them from itunes library on the PC?

Get itunes open on the pc. At the top left hand column it says libary. Click on the songs there and it will give you an option to delete. Click yes. It will give you an other option- one of which will be the recycling bin. Click yes.
Then sync your itunes and ipod. Songs should be gone.

Which songs by the way?

Do you automatically sync your Shuffle with iTunes? As in when you load new music into iTunes on your PC/Mac does it automatically transfer them over to the iPod?

If it doesn't then you manually manage your music and you should be able to connect the iPod, look at it's contents through iTunes and delete a track straight off of the iPod without having to delete it from iTunes.

If you do do it automatically, which I believe is the default way it works, then iTunes should take care of the iPod itself and you shouldn't need to delete songs yourself?

Why are you trying to delete the songs?

If you're just looking at the iPod through Explorer/Finder then the iPod will appear to be empty but have no space left as the iPod "hides" the music that's on it.
