"Cyber Security" virus

I have got this on my PC. See someone else's thread here for symptoms.

I can't delete it from my computer, the fucker won't let me.

Any ideas what to do?

However I can't vouch for it's reliability as I don't have the virus.

However looking through what it tells you to do it seems to make sense from a technical point of view.
