How do I stop inadvertently spamming the council?

I’ve sent the same email to a department in the council three times. However, I only intended to send it once, and when I did, they dealt with it! Since then, my phone has sent the same email two more times - a week or so apart, at random times. I only ever sent the email from my phone and it’s now doing it itself. I have emailed them to apologise and ask them to ignore it but what on earth do I do to stop it being sent again? It’s coming from my Hotmail account which is linked to the email app on my phone (iPhone). Any ideas?
