Help with transferring photos from Mac to windows

Hi,
I’m trying to transfer photos from my old Mac to a windows laptop. I’m using an external drive and have tried loads of times to import and add my Mac photo library onto the windows laptop but it goes from 20,000ish pics and videos on the Mac to 135,000+ on windows. I’m thinking it could be making videos out of all the live pics and/or it repeats loads of things because of all the different albums and the memories, people, places etc sections on the Mac photos app.
Any advice on how to sort all this out before I pay for someone to do it?!

1. Check the Photos on the Mac are using iCloud.
2. Optionally log in to iCloud.com and check they are indeed there
3. Install iCloud for Windows
4. Sign in to the same iCloud account as used in step 1
5. Turn on iCloud for photos on the PC
6. Wait for it to sync.

I've never tried it, but should work..!
