Get open office which is free, and I believe is compatible with MS Office.

Alternatively email it to someone with excel and get them to save it in a different format for you

This version is for Excel 2003, but will work with all versions before that, not sure if there's a 2007 version.

It is just a reader, so you can't change it, but if you have Word you could copy it & paste as a table, which you could then edit.
Or if you have Works, you can copy it into the spreadsheet part of that (as long as it doesn't have too many fancy functions)
