Microsoft outlook help please!

I have a shortcut on my laptop desktop and it just doesn't work. I've clicked on it today, and all I get are moving icons of envelopes opening ad infinitum.

I upgraded my phone yesterday, not sure if that has anything to do with it. It opens up on my phone fine, but it's not convenient to use that going forwards, I need to be able to access it on my laptop.

No idea what has happened. Has it become uninstalled? I'm no tech person not by a long stretch so have no idea where to even start. I need also to get into my OneDrive, too.

Click on the start menu and find outlook through that. Does this work?

Have you enabled one drive? Cloud is blue not grey.

What is the shortcut to?

Could it be anything to do with Chrome? Opened up fine in Microsoft Edge. But it worked yesterday in Chrome, so still no clue!

Yes, but only on Microsoft Edge

Can't open it in Chrome so how can I enable OneDrive if I haven't got in? Sorry if I sound stupid but I don't know.

So you access outlook through your Web browser rather than having it installed on your computer as a separate program? In that case it is probably something that has changed in your browser settings. Do you have an Office 365 account or an outlook email?
