Can anyone give me an idiot's guide to what this does? I've looked online but I'm a bit confused. Is it a suitable download for a 10yr old?

Minecraft Forge is for the Java version of the game. On its own it doesn't do anything. There are a large number of mods (modifications) available for Minecraft that give it additional functionality. Forge makes it easier to create mods and ensures that they are compatible with each other.

If your son plays Minecraft and wants to use some mods he will probably need Forge. Given what Forge does, age suitability isn't really a question. Some mods are not suitable for a 10 year old but I believe most are fine.
