How do I do it if I am not changing SIM?

Surely both need a SIM in for it to work?

They should mostly work without a SIM. Obviously you can't make phone calls or text without a SIM, but everything else should work.

The key data should be backed up to Google already unless you have turned off backup. There are loads of Youtube videos about transferring data to a new Samsung. I couldn't say if any of them are any good.

Your new Samsung may have a special connector, allowing you to connect the old device to the new one and transfer all your data. As the previous poster says, you don't need a SIM in both devices for this to work. A SIM is only needed for phone calls and text messages.
