Google photos and icloud all full up

Help. I dont know how to sort this out without spending a huge amount of time faffing about getting nowhere fast.
Everything is full up and I cant use my gmail any more. I cant tell what is on google photos and what is on the computer.
Im really computer literate and have no problems with any other applications but this is driving me mad. Hence leaving it until the whole thing is snarled up.
Ive tried following instructions online but they arent helping and Im not convinced Im even doing it right.
I have an iphone 5 and a laptop.
Any tips I can follow. I need my email back .

First you need to work out what/where the problem(s) is/are. Reading your description all I get is "it's not working", which is not enough information to go on.

What exactly is failing? Do you get error messages?

What are you trying to achieve? Gt email working? Clear some space? If you need to delete some stuff and clear space (from where), do you need to make sure you keep some/all of it safe or can it just be deleted?
