Because I haven't the foggiest where to begin!

It's for a new business idea, small local... Appealing to parents of primary aged children..

Have a look at something like Wix.com which is very easy and has lots of templates to chose from, they have useful tutorials too.

If you don't have much experience and coding knowledge, I guess, using a website builder will be a better choice for you. Most of them are easy-to-use and don't require special skills. In case you are on a budget, it is possible to find free website builders ( www.webbuildersguide.com/free-website-builders/ ). I tried Wix and was pleased with the result. It offers a huge amount of templates and my site is perfectly viewed on mobile devices. Maybe, a free version of the builder doesn't have so many features as a paid one, but I haven't regretted my choice. But it's only my opinion, maybe you think different.
