My phones on it’s last legs, EE have told me I need to do a factory reset, will I lose all my photos that are stored on the cloud if I reset my phone? I can’t get photos off phone to put on to computer as it says device is unreachable.

No, if you were backing them up to iCloud they'll still be there when you reset the phone. That's how I'm moved them from an old phone to the new one when I've gotten a replacement.

Pardon me as a newbie and a Yank who is still trying to learn all of the abbreviations, but what is "EE"?

By the way, you can use your apple ID to log into your iCloud account at any time and see what photos and contact information has been backed up there.
