It might be possible.

If they've set their phone to automatically block withheld numbers, then you need a new phone.

Or a restraining order. Hmm

No. Not me needing a restraining order someone else! If I had blocked someone but they rang from their mobile but withheld their number, would they be able to call me from their mobile still

It's possible, yes.

Set your phone to block withheld numbers.

If the caller has more then one SIM card, there's a possibility they may be able to call you.

Thanks ginger. Does it make a difference that the other person has a foreign phone (as in they don't live or have a uk mobile but one for the country they live in)

I've got a Truecall and its set up so if you call from a withheld number it asks your name, you reply, it rings my phone tells me what you replied and if I press * you get through if I press # it tells you to go away.
