Struggling importing pictures into Word

I have been using pictures in word for years but I have a new computer.

When I import them I use the picture tools 'Position' to put them where I want them to go

It's not working - do I have a setting wrong or am I being daft?

Only so I can get more words inside all the right way up

You can do this by making the words pictures. Assemble it all in a drawing package and export everything into word.

Okay it wasn't great but it is late - is this roughly what you want?

I did it in LibreOffice Draw so the Microsoft Office equivalent should do it. Then select all, group it, save it as a drawing, import it into word.
