Can I buy a mobile phone WITHOUT internet access

Is it possible to buy such a thing?

I want to get a reasonably cool mobile for my teen (14 y o) DC but would prefer them not to have access to the internet when out and about because at home they are glued to a PC. Can anyone help?

Alternatively, is it possible to buy a 'normal' PAYG mobile and disable the internet?

I would agree with @supersaint42 and say that with an iPhone it is possible to very tightly lock down all aspects of the phone. My son (9) has an old iPhone which he uses as a camera and video editing tool but safari is blocked and he is unable to install apps without permission from me.

A smartphone that cannot access the internet is an expensive brick.
