Why can't I download from or upload to my iPhone?

I've done it before, but I can't remember how. It wasn't difficult IIRC.

I want to download photos taken on my iPhone, and upload audio tracks from my pc to my iPhone.

How?

You need to use iTunes to manage what's on your iPhone and syncing etc

I've cracked it for the audio files - they needed to be unzipped.

But I still can't work out how to get iTunes to see the photos on my iPhone. It only offers the choice of which folders on the pc to sync with the iPhone, not the other way around.

I now have on my iPhone all 400+ photos that are on my pc. Confused. But none of the photos that I took with my iPhone have copied to the pc.

Do you get a dialogue box popping up when you plug your phone in to the computer, asking you want you want to do - one of the options should be to transfer your photos using whatever photo management software you have on your computer.
If you don't get the box, you've probably disabled it, either accidentally or out of annoyance at having it pop up every time you want to sync.
Getting it back depends on your operating system - on Vista you can find the Autoplay settings in Control Panel. In XP I think you have to right click on the iPhone in My Computer & I think you'll find it under the Events tab.
