Runners/suckers on rasps?

Planted some autumn rasps 2 years ago and doing okay but new shoots are appearing, several inches from the original plant. I don't mind them being there but should I take them off?

I'm not really an expert but we left ours for the first year but as it was getting crowded this year, we pulled up the new canes and planted them elsewhere and both, the original and new, sets of canes are doing fine. I think the best time to move the new canes is Autumn or Spring.
