Hi
I am a complete garden novice and for the first time this year I have planted some seed potatoes and some carrot and lettuce seeds outside.. How often should I water them? every other day? or is that too much?

Thanks

Are they in the ground or in pots?

Assuming they are in the ground:
Potatoes . . . not ever unless it is very dry for a long time (like drought kind of dry)
Carrot and lettuce seeds - you want to keep the seedbed a bit damp IYSWIM. Assuming the soil was at least a bit damp when you sowed them, then I would leave them for a week or so and then if it hasn't rained at all in that time & the soil is looking dry, then give them a good thorough soaking with a reasonably fine rose on your can. That should do them then until they're up.
Once they are germinated, if it doesn't rain or only rains a little then I would water once a week, at most twice a week in the height of summer.
Basically the rule with vegetables is to water heavily, but not often. You want to encourage them to get their roots down into the soil where the moisture is, not to be up at the surface.
If they are in pots then it is all very different and you probably need to water all of them at least every other day, up to twice a day in really hot weather.
