I have a sort of semi cirluclar flat plot (approx 2m x 2m) which I have been hoping to turn in to a veggie patch. As I am a)clueless and b) lazy, still nothing has happened with it this summer.

So, it is currently full of weeds, and in my limited experience - the soil is very poor/compacted. If I want to start sowing seeds (next spring??), what should I do now in order to prepare it? I assume I need to dig up the weeds and add soil conditioner? But what shall I do with it till the soil is improved? How do I stop the weeds coming back when it is bare?

I would really appreciate any tips/instructions for dummies .

The easiest way is to smother the weeds by covering them with cardboard or carpet. Cardboard's better as it will eventually break down. Looks a bit ugly but if you do it now and leave it for a few months the weeds will all be gone. Then you can turn over the soil in early spring and plant potatoes. Think they're good for restoring nutrients.

There is a programme on at the mo (think it's BBC2) about growing veggies. Think it's on about 7ish or 7.30. You could try the watch again facility.
