I need to stop cats

I don’t own a cat but am having problems with my neighbours cats. I have tried planting lavender and other herbs, and a top rated Amazon product that’s supposed to make clicking noises to deter cats. I bought two of them and the cats just found a way to avoid setting them off. The cats aren’t bothered by the lavender or herbs.
They're afraid of my dog, but I don’t want the cats to scratch them.

Put the anti cat devices where they can’t avoid them ( I discovered that they were walking behind them ) and it does take a few days for them to develop new habits. Then find out where the cats are coming into the garden and dab your dogs poo there. You may have to repeat it when the rain has washed it away.
If the cats are pooing in your garden, remove the cat poo and dab your dogs poo there. It will work .

The best way to deter them is with dense planting and/or pea & bean netting laid on bare soil. Plus a super soaker water pistol employed at a suitable moment.

My mum put a border of big pebbles/ stones round her garden. Seemed to work.
