To me, it looks as though the garden fairies have opened a tiny tin of miniature baked beans. Sorry OP, no clue!!!

Can you post a close up? Possibly eyelash fungus. Do they have hairs around the edges?

Slime mould might be another option, but my money is on eyelash.

Normal supermarket bags of peat free compost - just that one thx
