Why does my hydrangea look like this?

I have two of these hydrangea, one in the ground and one in a pot. Both look like this. I have really been admiring all the blooming hydrangeas near where I live, but mine still look like this. I water daily in the heat and have given some hydrangea feed. These are a macrophylla that should be a light pink or blue.

The acidity or alkalinity of your soil affects the colour!

They dont seem to have produced blooms like i see on other hydrangeas. They are flat and mostly still green.
