Lime tree leaves stunted

I have a lime tree (tilia) with leaves that are stunted in growth. They’re not getting any bigger. The same thing happened last year. The tree looks healthy and the leaves even though very small are healthy looking. Is there anything I can feed it to help the leaves grow to a normal size?

Feeding won't help. Something is damaging the buds and that is causing the problem with the leaves not developing properly. You need to find the cause of that.
