It’s a Cordyline. How long has it been in the pot? I’d repot in some fresh compost using a mix of JI No3 and multi purpose compost, and some Osmocote feed. It looks very low in the pot so when it goes back in make sure it sits a bit higher, leaving about 2cm for watering. Cut of the tatty lowest leaves. These do die off, eventually forming a trunk. Ultimately it would be better in the ground.

I also think it doesn’t like being potted. Perhaps its roots have gotten waterlogged. Cordylines prefer well drained soil and a sunny spot. Maybe time to plant it out and pick something else for the pot.
