West facing, small flower bed

I’ve got a west facing flower bed, about 7 feet wide by 1.5 feet deep in front of a low wall. I want to cover the soil around the plants to stop weeds, and I’m looking for something about 2-3 feet in height, evergreen that flowers. What would you suggest?

Hebe. There are loads to choose from. And a sarcocca, which smells divine in late winter but is a bit boring the rest of the year.
