How to prune this spindly weedy rose?

I am pruning this slightly sad rose.

All the advice is to cut back to an outward-facing bud, and cut anything thinner than a pencil.

But my rose only has buds right at the ends on thin stems!

Should I cut nearer the ground where there are no buds?

Or cut at the ends where the buds are, and keep the thin bits?

I would prune it above the shoot I have circled in red, and then give it a good feed and mulch.

Is that the only shoot? I can't really see if there is another one behind it. If so, do similar with that one.

I have had roses which have come back from less than this! 🙂
