What could I plant here?

What could I plant to provide a bit of privacy to the garden and the basement windows, and to add a bit of colour?
I don't want to block the light to the windows too much. So maybe something tall and wispy. It also needs to be low maintenance, and nothing that spreads as the garden isn't very big. It's south west facing.

Does anyone have some suggestions?

Are you looking to plant along the boundary walls to give more seclusion in the garden? Or do you mean creating a border that runs along the front of the house across the bay window?
Verbena bonariensis comes to mind as tall and wispy (about 1.5 metres).
