On most plants, leaves turning brown at the tips like that is usually a sign of underwatering or an extremely hot spell when the plant can't take water up quickly enough to replace what has been lost by transpiration. I don't think it is diseased.

bay tree is pretty hard to kill once it is well established.

is it in a pot or in the ground? if in a pot, give it a bigger pot and plenty of feeding.

if in the ground, give it a good 20 min water once a week and let it do its thing.
