Puddles in flower beds?

Is this just caused by the super wet year we're having ? I've never noticed it before but it's bothering me in case we have a drainage problem!

It would be helpful to know what area you are in, but I would get a stick and make deep holes and see if the water drains away, if it bubbles up, then there is a source supplying it.

(Unless you are referring to a neigbour's cat called Puddles)

My gravel path is flooding and it's never flooded before. My dahlias are growing slower than they ever have done. It's very, very wet.
