I planted about 12 tulip bulbs in a pot, and one 3 have flowered.

Can I leave them and see if they flower next year or cut my losses and get rid of them? They have leaves but no blooms.

Let them die back and then save the bulbs. Replant in the ground in the autumn and see what happens. Loads of people have had trouble with things in pots this spring, and many have said they think it is the peat-free compost.
Give them a chance, you have nothing to lose.

If you do that, feed them while the leaves are still green.
