Cherry tree- disease?

Hi, i have a tree which i believe is some form of cherry tree, it blossoms in spring and is about 5m in height (compact and quite round in shape). It has much less blossom and leafs this year. The leafs that have formed have brown circles which form into holes in the leaf. Does this look like it might be shot hole disease? And does anyone have any experience of treating e.g what was used and month of year etc, pruning technique.

To be honest it just looks like it might not be very happy where it is. Could you lift up some of the gravel and mulch it and take some of the gravel from round the trunk....?

I could certainly try that, i think its been like that for many years though before i owned the property. Was also thinking it might be some form of disease from the leafs.
