Looks like it, yes. I always think they look like very tough asparagus.

Would be lovely it it isn't but there is bamboo grown about six feet away other side of fence so fear the worst.
I can't get any closer as am disabled and it is a narrow tricky space

I am also fighting the good fight against next door's bamboo hedge and that looks like it to me. Destroying my driveway.
I wish I could offer you a failsafe solution, but I'm ten years in and still looking.

The bamboo shoots I've seen are quite chunky and you can clearly see layers, they don't unfurl to one leaf as the second photo appears to do. Unless it's some different variety of bamboo?

Definitely not bamboo which will show overlapping layers at the tip.

Looks spiky at the bottom? Maybe bramble? Still bad news if it's coming from next door.
DS rents and the neighbour has planted bamboo all along the fence. He's fighting it off and landlord doesn't seem to care. It's a lesson for house buying though, inspect the garden very carefully.

Wouldn’t care if it was just brambles or anything else. I’m just worried about it causing damage. Neighbour is not interested so am having to try to sort it myself.
If you click on the photos they are much less blurry.
I could really do with a bit of positive news, last cancer scan results due next week so I don’t have any stress capacity to spare.

Well, it's not bamboo and the leaf looks soft, so I don't think you need to worry about damage. Are you able to dig at the base of the shoot? As tigerpants800 said, it looks like gladiolus, in which case it'll be growing from a bulb. You'll have some nice flowers in a few months.

The second photo reminded me of gladiolus too. Fingers crossed it's that.
