When to remove flower bed?

Is now the best time to rip out a flower bed?

It’s a long border, maybe 40 feet by 3 feet, and it’s all just overgrown, thick weeds. There are no nice plants in there - I want it all gone, and of course now, it’s died back somewhat over winter.

Also, it’s far too strenuous for me, any ideas on what it would cost to get someone to remove it all for me?

What do you want there instead? A replanted flower border, or something like a long shrubbery with perennials dotted in between, or roses, or a veg garden? Or do you want it gone completely and grassed over?
