I bought this rose last year in memory of BIL who sadly passed away. But it seems to be dying. I've only seen one rose this year I think. Is there anything that can be done for it?

Worth putting in the ground, ideally somewhere sunny. Roses are quite tough. Mine often look half dead in the middle of the year, only to start growing leaves and glowering again.

Or if you don't have a garden, get a really deep pot and new (rose) compost.

Thats a rose that wants to grow - you can see the growth points on it. The pot is too small, and probably full of ants. Can you put it in the ground with some manure/fish blood and bone? It needs sunshine and a lot more water.

It needs planting deeper too.

It needs to be planted deeper - you can see roots dangling in mid air - and some of those puny branches could be pruned out. Give it some TLC now and it’ll look much better next year.
