Favourite plants for poor soil?

We have a small bed adjacent to the external wall of the house at the back, in the parking space.
The soil is apparently quite poor, previous owner tried to grow tomatoes and failed (he is very good at gardening).
The bed is now empty and doesn't look nice with all the weeds growing, so I was wondering what I can plant there that would look nice and is low maintenance?

Lavender or mediterranean herbs will do well on poor soil but they'll need some sun as well. Another idea is alpines if you want something low growing and low maintenance. Poor soil is a bit of a broad term so not clear exactly what you mean. If it's heavy clay or boggy and too wet it will need different plants. But if it's stones, rubble, not much soil, the above plants should do well.

Is it sunny? Anthemis tinctoria EC Buxton (long name!) is brilliant, like a hard marguerite, perennial and you can grow from seed so super cheap!
