Should I cut back my red cordyline?

My red cordyline did not enjoy the winter, leaves were dead and rotting and I chopped it back in spring. I expected new growth at the top of it was going to survive but it only has sprouting at the base. Should I chop it back to the new shoots and sacrifice my 3 foot tall trunk or hold out? The trunk is still healthy, I cut back to good solid wood.

Should I cut back my red cordyline?
