Peonies - leaves but no flower buds

I have a couple of peonies which I bought as bare roots a couple of years ago, I get decent growth on them but no flowers. I read that they shouldn:t be buried deeply but I don't think they are. The photo is of one in a pot, I've two similar ones in the ground

I have the same. Lovely foliage, obviously very healthy, zero flowers

It has always taken 3 years for my bare root peonies to bear flowers. So I thought that was just the way it was. Except for this year oddly, the three new ones I bought all have buds on already.
So I have no idea what is going on. Terribly unhelpful post, sorry.

They often take a few years to flower particularly if you’ve started off with just a chunk of root. Planting too deeply can also result in leaves only.

Planting too deeply so that the tubers don't bake is a real issue for flowering. Apparently they need sun on them. Barely cover with soil-.5 of an inch.

I bought two the same, at the same time, 3 years ago, planted right next to each other.
This year one is covered in buds, and one has none! Temperamental little chaps.
