Kitchen garden magazine free seeds

I’ve been buying kitchen garden magazine for a few months and decided to subscribe.

my first issue has come through and the envelope was open and there were only three packs of seeds in it. The one I get from the supermarket normally has 10. Is it normal for subscribers to get less?

Overseas subscribers can sometimes not get cover 'gifts', due to postage costs but in UK I think it's normal to get the same as on sale in shops.
