Choisya, definitely not oleander, the flowers and leaves on oleander are completely different.

The leaves on oleander are long and thin, not divided like that. And the flowers' petals are kind of joined at the back.

I've seen it grow in the Netherlands....

I've had oleander in -17C, but it doesn't like damp cold.
